NOTE: The last-minute changes were added 1/13/05 in a memo from the City Manager. They have double or thicker underlines. Basically, they add the phrase "and City Commission" in areas that talk about require approval.

Note that the title still refers to "City Commission Request for Review," so the text seemingly conflicts with the title.
